Unlike what everyone says, a homophobe is somebody who has a fear or uneasiness of anything homosexual. They usually do not agree with homosexuality but that doesnt mean they hate the homosexuals, or are nazis that want to kill all homosexuals, it just means they dont like the act.

Plain in simple its the fear or uneasiness of homosexuality.

He is a homophobe because he is uncomfortable being hugged by other guys, without an important reason.
