Someone slacking snacking may or may not actually be hungry.

My mom ate a sandwich, made brownies, and now's she's eating the leftover pizza... she's totally slacking snacking so she doesn't have to do her work.

Generally goofing off when work needs to be completed also implying that one jerks it during working hours.

tha boss: where are all the junior workers at?

shift manager: I'm not certain but I'll bet they're slackin' and jackin' in the janitor's closet or bathroom.
