Calling someone a Nazi Propaganda Puppet is a way to call out people who try to make it sound, and feel like, Nazis in America isn't that big of a deal. Because they likely don't understand they are being used to make being a Nazi safer for Nazis, the term recognizes they are being played like a puppet.

"Yeah... I've heard about Nazi's in stories and stuff, but they look like regular people. Maybe there's more to it than we've been told."
