When one farts under covers and covers him/her self under (like a dutch oven) and than proceeds to masturbate. Hence, Dutch from Dutch Oven and Mastur from Masturbate.

I could not fall asleep so I gave myself a dutchmastur to relief myself and fall into a deep sleep.
