Circle of Blame

The group of individuals collectively responsible for the failure of a project despite the limited control, if any, the individuals have on its outcome. The group often includes individuals that were not assigned to work on the project, but were given official notice of the projects existence during a meeting, memo, or e-mail.

Commonly, such doomed projects are leaderless or have an ill-suited leader from the start. Ultimately, Executive Management hears of the failure and criticizes the entire group for their incompetence.

A meeting, usually corporate or governmental, to decide who should be blamed for the incompetence of the organization itself.

Blamestorming

Sitting around in a group, discussing why a deadline was missed or a project failed, and identifying a scapegoat.
After a second customer refused to sign their newly-and-incompetently-redesigned "three-tier" support agreement, the VP of Support and the COO held a blamestorming session and decided to pin the problem on the customer rep, who was subsequently fired.
