Simply means "proceed". The connotation is that you have full permission, or are encouraged, to do whatever it is. The phrase is used in reference to any act, and usually in response to someone asking permission to do something.

The maneuver made when exiting a store involving the swinging of a shopping bag in the path of the electronic eye controlling the sliding exit door in order to open the door micro-seconds sooner than it would have opened had you done nothing.
I always swing ahead my bag at the exit door in order to leave the store as efficiently as possible.
