A mix between being drunk and concerned; more precisely when a person is drunk and there is something going on which is not 'right'; the person is concerned because (i) the thing that is absolutely inappropriate and (ii) because (s)he realizes that (s)he is drunk and not able to react appropriately.

Commonly used with along with the phrase "smoked out".
