Da super-economizing version of "cough 'n' sputter"; da term is formed by simply swapping a few letter-sounds around --- i.e., "coST 'n' PuFFer" instead of "coFF 'n' SPuTTer" --- and describes how you can save gas on a car-trip during fairly good weather when you wouldn't be excessively discomforted by "hoofing it" part of the way.
