Something someone might think gets eaten on the inside. Inside referring to, originally to the penitentiary, but eventually also one battling things inside mentally and viewed as weak.
Pigeons are targeted for their weakness as a person and literally as food in prison. Also considered the rats of the sky, which those don't go over well incarcerated even more so.
"New fish looks like a pigeon." Sometimes inmates say when others don't know what it means in passing.

"You'll get eating up in there like a pigeon." hence the correlation.

Something that looks like they can be eaten on the inside. Inside referring to penitentiary. Eventually something weak on the inside mentally and literally in prison. Again referring to the fact pigeons are captured, killed, and eaten in prisons. Also a place not safe for rats aka informers, who are also targeted in institutions. So not just rats, sex offenders, and oppositions but those viewed as weak... or conveniently alone.
1. "New fish looks like a pigeon, nice and cooked." one might say in passing when they think you don't know exactly what they mean.
2. " You'll get eaten alive like a pigeon in there."
3. "Worry if they call you a pigeon."
4. "Don't get labeled a pigeon."
