I can see, from my evidence, that Africa has a large density of povertonians in rural areas.

Poverty program

A college or sports team that sucks and usually has a large budget, but appears to be poor and unskilled. Most commonly used in college sports where the best teams are typically better funded.
Person 1: “bro we just shit on iowa state yesterday.”
Person 2: “Dude, it doesn’t matter, they have always been an absolute poverty program.”
