Get the 44 gangmug. A catch-44 is a situation where funding and support is said to be available from government bodies however defining eligibility for the funding and how to properly articulate the application restricts access by those that most require it.
The term was coined by Hayden Stowell in 2015 in his frustration to establish eligibility for research and development funding from Callaghan Innovation, a Crown entity of New Zealand with the task of making New Zealand business more innovative.
This dilemma further exasperated the fast growing indigenous māori tech start-up community with other Crown entities following suit with confusing and poorly articulated application questionnaires combined with frustratingly inefficient systems to qualify and process submitted applications.
Although conceived in jest based on the paradoxical Catch 22 phrase, the seriousness and frequency of similar dilemma’s saw the phrase become widely adopted in other parts of the world. Catch 44 is now a widely used phrase to describe any situation where funding or valuable contracts have been promoted by either the government or public sectors, however securing them seems virtually un-achievable to all but a very select few for the reasons mentioned above.

"The state government constantly says how there is significant funding available for projects such as ours. The catch 44 is that it is virtually impossible to secure due to how complicated the application process is."

It means he's got a 2 to 1 death to kill ratio. So he's got 17 kills which means he has about... 36-38 deaths?
Hym "So yeah. .44 means he dies twice for every 1 kill he gets. Depending on the game it could be a role issue rather than a skill issue. If you're playing healer support you not likely to get a lot or any kills but you are bound to die a could times. And in 20 games that could only amount to 2 or 3 deaths per game. But if it's a shooter that's bad. Depending on the shooter it might not be AS bad as it could be. He likely doesn't have very many games played if he only has 38-ish. If you're playing rainbow 6 seige or something there are only 5 kills TO BE had per round. I can't remember how many rounds you play but if it's best 2 out of three you could only get a maximum of between 10 and 14 kills (assuming that in the round you lost you killed 4 out of 5 and the 5th guy killed you losing you the round and taking you to round 3). But it's unlikely that you'll solo team-wipe in a 5v5 game very often."
