While the word is often used solely as an alternative to "slippery," many speakers use both words and have distinct meanings between the two words. A person may use "slippery" to refer to individual things that are slippery and "slippy" to refer to the general weather condition that causes things to be slippery outside. For example, if there is freezing rain, one may conclude it is "slippy" out.
