When one is in a state of permanent vacation. May find means of supplementing income(usually through selling illicit substances, or "hustling"), but is not required. When one is a successful perm vayer they may be identified by a shit-eating grin and near constant intoxication on psychoactive substances. The rigors of pronouncing all the syllables in "permanent vacation" while on perm vay led to the contraction.
