BIP (Break in public) happens to victims parking their vehicles in public places stores malls, parking garages, anywhere you park on a city street. Thieves targeting peoples belongings back packs, camera equipment, tourist with out of state license plates etc. Typically occurs often throughout the San Francisco Bay Area, Oakland, San Jose. This is common terminology in this part of California.
