Often, she lacks self-respect, standards, direction, and/or purpose. She's impulsive, morally questionable at times, and tends to cope with the struggles of modern life by indulging in having sex with lots of men, often men she barely knows, which can potentially lead her into dangerous situations. Her body count is often double digits or more.
A woman who is loyal and committed to her partner, and likes to have sex/masturbate/express her sexuality, is NOT a hoe.
A woman who has had long term sexual relationships in the past with a single partner at a time, and doesn't cheat, is NOT a hoe.
A self-respecting, focused, goal driven man, would be very unwise to wife up a hoe.
Men who grew up lacking a strong father figure, are more likely to wife a hoe compared to men who did.
