Same idea as a spliff (a joint rolled with both tobacco and weed), but packed into the bowl of a smoking device such as a pipe or bong.
I'm running out of weed. I guess I'll smoke a spliff bowl.

toothpick spliff

n.

A term derived from an MC Chris song, a toothpick spliff is a joint wrapped so tight that the smoker can pick their teeth with it (like a toothpick). A person who smokes said toothpick spliffs is usually froogle with their doobie.
Yo, don't invite Chris over, he's too stingy with his weed; I give him blunts, but all he passes me are toothpick spliffs.

Spliff politics

The process of deciding who will be the next person to toke on a spliff - certain rules sometimes apply such as 'roler's privelages' in which the person who roled the spliff gets to smoke it first, even if it isn't his or her weed. Sometimes when someone is really desperate they will start some bullshit conversation with the person who has the spliff to try and get them to pass it to them next. It can be a race against time!
