Used to describe the act of crying or being upset, usually when something is not worth being upset about.
The same as having a cry, with the word waa being used to describe the sound of crying.
Sarah's having a waa because she can't find her shoe.

If you are in charge of a group of people there is no point in doing the work yourself, instead of making your workers do it for you.
The supervisor Phil was shoveling sawdust while his workers were watching. Marcus yelled out 'there is no point in having a tail and wagging it'. Phil put the shovel down and made the workers do the shoveling.
