When someone has luck that seems super unnatural or coming from a higher power. The word Louis stems from the Mexican God of luck and his ability to twist fate to escape situations, and RNG which stands for random number generation. So when someone has extremely good luck, or are unnaturally lucky, you can say they have Louis RNG. This word was first seen from the gaming community, but has become a way of life for some people.

For example, your friend wins the million dollar lottery, you can say, "Wow you must have some insane Louis RNG today!"
