Da classic bu**s**t remark dat people use to try to make each other feel better regarding an unforeseen/inconvenient downpour.
Everyone's lawns and gardens were flourishing just dandy before today's torrential downpour, so why is everyone telling each other, "We needed the rain at this time"?! Who needs drenched muddy sidewalks and huge messy puddles all over town???

If you refer to other songs or the song itself, it's not this. This Singin' In The Rain refers to the 1952 musical film by Gene Kelly and Stanley Donen. Kelly stars as Don Lockwood and Debbie Reynolds as Kathy Selden. Don meets Kathy while escaping from his fans and suddenly fell in love on Kathy. Another character, Lina (played by Jean Hagen) has troubles with the sharp tune of her voice. Cosmo (played by Donald O'Connor) and Don decide to dub her, using Kathy's voice, to save her movie. The film received widespread acclaim and praised the performances. National Film Registry marks the film as "culturally, historically, or aesthetically significant". Gene Kelly's dance in the rain became iconic. Another film, A Clockwork Orange used the song by Gene Kelly.

On 25th march its common for spaghetti to rain. Just put your phone away and go outside and enjoy that spaghetti rain. Btw its very rare.

Some Australians are experiencing rain guilt over getting rain when other areas have not received any. They are careful not to celebrate their rain in case they make others jealous.
I need to see a psychologist as I am experiencing rain guilt. It has really added to my stress over the drought.
