Noun for both:
1) A type of physical abuse where a physically domineering person grabs another person by the arm, usually the upper bicep, and pulls the victim towards themselves.
2) A timeless trope in cartoon comedies where we see an angry individual swinging punches at the air between themselves and a taller individual, because the taller individual has their hand on the forehead of the angry individual and thus won't let them get closer.
