Marijuana that has been dipped in liquid pcp.
This is usually done to low quality marijuana so a dealer can sell it at a higher price because low doses of pcp can feel like potent cannabis.

That asshole dealer sold us wet weed.

I don't know why he said this was good shit, cuz this looks like fuckin' mersh.
