All girls/boys of friends or collegues are fair game and one cannot be upset with a friend or collegue if his or her significant other or love interest is swooped upon. It is customery to make a bird symbol with one's hands and decree "Caaa Caaa" in reference to a bird sound (probably that of a crow) once a swoop is completed. Leaving your victim a can of "Swoops" candy upon the completetion of a swoop upon said individual is also customery.
