The phrase "Pre-rich" refers to someone who currently does not hold wealth of any significance but is engaging in actions that could potentially result in either a sudden or gradual increase in wealth, resulting in them becoming rich. This "phrase" labels someone as doing the right this to become rich but as of the current moment, not being rich.
