This way if there is a cop up ahead the guy you're coat tailing will be caught and you can slow down in case there is another nearby and not get in trouble. Then you wait for the next person to come along to coat tail. Works best on country roads, major highways and certain freeways as police will be in a single spot, watching both directions.
Doesn't work well on city streets when cops are common to come up behind you without you noticing. As well you don't want to be too close to the patsy as they may wise up and purposely slow down.
