When a person is judged or "taxed" for being not something or "being phantom".

Person 1: "Skibidi"
Person 2: "What is skibidi?"
Person 1: "Phantom tax!"
Person 2: "Oh no!"
Person 1: "Gyat!"

in this example, person 1 has rizz and person 2 has phantom tax

A common trigger for could be "Imagine.. __"

"Imagine I'm giving you head pats right now"
"I have phantom touch, I can feel actions you describe to me"
