A contractor, employee or provider who is engaged by a party simply so that party can point at them at a later juncture should anything go wrong. Often performed by large corporations or government bodies where the permanent staff need to pass the buck in order to retain their comfy positions.
We had KPMG come in and perform analysis on our project. They said all the right things, and we knew they would, but we were just investing in a blame shield should things go south down the track.

A form of shifting blame by taking part of the blame and then shifting the main part of the blame ro another even though your completly at fault.
Example : a teen is caught with booze, takes part of the blame and then shifts the main part of ot to his friends.

Randomly placing blame on a third party for something that someone else has done. Made popular by the song "United Hates Guitars." The song inadvertently places blame on Ms. Irlweg who works at the airline. Irlweg has become the scapegoat of the broken guitar incident.
In the company lunchroom: Who left the soda in the freezer? It exploded and the entire freezer is covered in frozen cola. (Silence - no one speaks up).

Victim blaming is when you rape a woman and then accuse her,because she was dressed like a slut and obviously wanted to be raped.This is often creating a Slutwalk and would be normal in a Rape Culture.
