It is usually used in text messages, people don’t tend to write it out on paper as for as I know. It is used in sometimes random conversations or in a middle of a conversation.

“ And like yeah I talked to him and I was like and I oop”

“My god, why do all these VSCO girls keep saying and I oop? It’s soooo annoying!”
