Noun. A button on a web page that changes relative position on the screen in a seemingly arbitrary manner while webpage content is loading or a user scrolls on the webpage.

The jumpy button is ruining my blog! Users want to purchase my product, but the jumpy button seems to dodge them.

A button is always sure of itself. It's either pressed or not, buttoned up or not, clasped or unclasped.
