Long time dormant phrase recently resurrected by Jay and Pete.

but we found it easier to just say "rooshy boo."

That friend is your other half and you love them so much that you cant think of anyone else who might make your day better. You are loyal to them without a fault and would marry them if you had the chance, but only as a permanent friendship and nothing romantic. You two complete eachother.
