Specifically, an individual whose car moves approximately one tenth of the speed it should be moving at.

These people may be found pulling out in front of you for no goddamn reason and slamming on their brakes. Such an event may prompt outbursts of wtf or "you flaming cuntwaffle."

When applied in general usage, the term can refer to any jerk or asshole.

The Sloan Circuit

This is a fun party game you can play with friends and family. You must have a minimum of two people but the more the better. This is how you play: first each player must shit in a bottle. All bottles must be the same size. Next you have to take a dick pic and send it to someone who is not playing the game. Next you have to throw up in two different locations throughout the playing area. After puking each participant must drink a third of a corona while doing five incline push ups.
