The expression can be defined as reaching an undefined goal or thing using whatever means available. "Cut the riffle" is given meaning by the way it's used. Usually when a task at hand needs to be completed; by "cutting the riffle" the person undertaking the task is doing whatever he or she needs to do in order to complete it.
