When someone preaches some truths, you use this phrase (usually in comment sections online) as a way of agreeing.
For instance on Facebook you may have:
Person A: "You should never blame a whole group of people for the actions of a few people within that group!"
Person B: Say It Again Louder For The People In The Back.

"That's what I'm tryna say" is a term used colloquially in the north-west Philly area (mainly at the Hill School--a boarding school in Pottstown, PA). This phrase is used when something good happens, and you would like to signify that you enjoyed it. Think of it as saying, oh wow thats neat! This phrase is usually said quickly and with an accent unlike your own.

when you're arguing with someone about how they treat you or how they act so you point that out by "just saying what i see"
Vanessa: "You're always on your phone and you never make time for me."
Joe: "How can you say that? I just spent the whole day with you yesterday."
