It is a Portmanteau of "toxic positivity" which is defined as being patronizing or antagonizing under the guise of being light hearted or positive. A good example of toxic positivity is the phrase "Bless your heart", it sounds positive, but is actually a passive aggressive insult of intelligence, used commonly in the Southern United States.
The phrase may describe mothers or motherly figures who act overtly positive at inappropriate or awkward times so they may use their child to appear more "motherly". Often these moms do not discipline at all but under a watchful eye they become hyper critical of their kids, bashing them verbally or physically in attempts to appear to be in control.
The other half of this phrase of this phrase can be defined as mothering to the point of smothering. It cam be used to describe mothers on the internet who use their children by way of munchausen.
Moms or motherly figures who are pros at virtue signaling online for clout but specifically use their children to do so.
In realtiy they only do in order to gain attention, status or revenue.
