A person, usually a man who is extremely creepy. This could be smelling girls hair at the bar, or just being a total creep.

Did you see that guy at the bar last night rubbing my shoulder? He was a complete creeparelli.

It's the opposite of gaydar. It's the ability to detect a creeper/creepy/perverted person from a close proximity, or maybe even a farther distance.

Ben is feeling really rather swish in his sandals, his feet are free to enjoy the Summer air whilst still being protected AND they allow him to wear 3/4 shorts without looking quite the fool.
