A grown adult (parent, legal guardian, school teacher, etc) who encourages and pressures a young prepubescent child into believing they are the opposite gender.
The adult might just be delusional and mentally twisted. The only rare exception is if the child was born a hermaphrodite (possessing both male and female sex organs). In these very rare scenarios a parent might decide which gender would be best for the child depending on the kid’s behavior and then take appropriate actions to confirm that gender.
That adult is not a transpedo but a someone who does this to a otherwise perfectly healthy young boy or girl fits the definition.

Cathy’s 4 year old son said one day at the dinner table that’s he was “a girl” after watching Disney's Moana. Cathy took this to heart and started dressing Johnny into little girl’s clothing.
