"Raphael" is an insult used similarly to "Kevin", "Sebastian", ect. though it should not be used recklessly hence its meaning and severity. Its use as an insult originated in the late 2010s and it was a feared verbal weapon ever since. It's typically used to describe a person that's seemingly very plain and stupid, yet behaves like an asshole who dislikes dogs for some reason.
