Broken pieces ratio can be as high as 90% and when cooked can be shaped like balls to elimate the use of utensils when eating. Found in most Filipino restaurants as they consume an insane amount of rice thus the need to use the cheapest one available.

Originated from National Food Authority which imports the cheapest and lowest quality of rice available in the world to feed the majority of the poor Filipinos who cannot survive without rice.
