free inhabitant 

An individual who enjoys the privileges and rights as an American citizen, but does not want to be held to the same standards and laws as everyone else by claiming that the federal, state, and/or local government does not have jurisdiction over them.
Robert got pulled over by Seattle PD while still drinking a Rogue IPA last month. He just started spouting nonsense from the Articles of Confederation, that he was a 'free inhabitant', and that the officer had no jurisdiction over him. They still haven't released him from the mental institution.
