When you get a crappy job with tiny pay so you do less work for the same pay as the other guy. Anything from playing Nitrome on an office computer when no one's looking to taking 10 minute vape breaks to watching funny videos. When the pay is increased, you do more work so you no longer milk the cow.
I'm getting payed 30 dollars for helping to fix a basement for 3 hours, might as well be milking the cow. Vape break!

Milking the chamber 

When toking from a bong, one must hold a lit lighter to the end of the chalice, put his mouth to the opening at the top of the bong and breath in to draw the smoke up and into the chamber. The process is referred to as 'milking the chamber.' Once the chamber has been milked appropriately, the toker takes his thump from the rush hole and breathes in HARD, sucking up a sweet blend of air and smoke which may give him a harsh headrush.
