Board members don't run a city any more than anyone else originally from that city, neither does a city council, a mayor, or anyone else. They have no authority anyone else originally from the city doesn't have concerning anything.

Vicious

Someone that says they smell blood every time a local team loses a sports game, since that is how uber competitive and desperate they are to win at the next thing.

The football/basketball/baseball/hockey/soccer/any sport game was a stupid fucking game and not a feeding frenzy, but the vicious girl treated everything in life like it was kill or be killed, eat or get eaten. She might have felt subconscious insecurity about spending most of her life in a rabbit hole, trying to avoid anything that might eat her alive.

Cartman started blurting out more and more strange and personally revealing information after pretending to have Tourette's for a while. It was funny to him when he first started (though not to others who's lives he fucked with) but when he got stuck and couldn't stop due to his inherent lack of self-control, he could no longer repress his negative or revealing feelings, and along with his new found emotional honesty, people could see him for who he really was instead of the image he wanted them to see all the time.
