Silence is not compliance. Refusing to talk to someone isn't complying with them, since you dont have to talk to anyone.
A mouthy person would call silence compliance, since they want to get people to comply with their policy of saying a lot but meaning nothing, and spreading misinformation.

Get the Silence mug.Despite what the media keeps telling people about there not being mask mandates on public transportation until now, 7 months into the pandemic, there have actually been mask mandates on public transportation since near the beginning of the pandemic for amtrak, and since late June in at least one state on buses and public transportation other than Amtrak. When they get more desperate to try and control people's lives and behavior, they start threatening people again with more of the same guidelines while calling them new.
Really the entity that calls themselves the government wants to get away with locking people down again, but they know that at least a few people will always resist it rather than respect it. The masks are just another distraction.
