People who try to get other people in trouble in an apartment building they either try to get the other person evicted or cause constant conflict with the neighbors and call the cops when they are the aggressive party and lie to the police in an attempt to get the party they are bullying arrested.

Man this guy in front of me was such a card tard the cashier said sir it says invalid pin number 3 times before finally they manually ran it through to get him out of there, and im trying to get through on my 15 min break
