Anyone, regardless of skin color, who traces his ancestry to any place on wide swathe of the earth's surface, from say roughly France in the northwest, to Indonesia in the southeast. Bascially, the entire population of the world, minus those of northwestern European (i.e., Celtic or Nordic) descent.
