Prevents GIs from changing duty assignments or PCSing on their report dates due to a pending deployment or other situations that are linked to stop loss.
Right before OIF started thousands of soldiers were prohibited from changing duty assignments so they could stay with thier units for the war and are still being locked into their current units to this day for deployments to Iraq or Afganistan.

Permanent Change of Station. Not to be confused with redeployment, which is what troops returning to their home station do after a deployment to Iraq, Afganistan, or another hot spot outside the US (Germany, Japan, Italy, and Korea are Permant Duty stations, not deployments)
