The one person who is just a retard. They may not actually be scientifically retarded, they just act retarded, so much so that people start believing that they are.

Person 1: Hey Vivadou.
Vivadou: Hi Billy, did you hear about the giant popcorn bucket filled with barbecue sauce?
Person 1: Are you sure you're not retarded, Vivadou?
Vivadou: No, I most certainly am.
