Especially used with "up" (up under the jail) or "to bury".
1. They needed to put Michael Vick up under the jail for what he did!

When someone is very slow. esp. a sportsman, often a soccer player.

Also used to describe when the passage of time seems painfully slow.
Dan: Look at that guy in the number 3 shirt.
Tim: I know he's slower than a week in the jail.

When you screwed up so bad, it's not enough that you have to go to jail. They have to put you UNDER the jail.
Alice: Did you hear what happened to Charlie?!
Bob: Yeah, they put him under the jail!
