To be high from inhaling paint fumes. Often done by releasing spray-paint into a paper-bag and then huffing in the paper bag.
Those Mexicans in Jr. High were always all spooked out.

Person 1: Yooooooo just got the tints on the Buick! This bitch be hella spooked out now

Person 2: Yeah dude that ride is spooked out. You should tint the headlights and taillights and delete the chrome trim, that would make it even more spooked out.
