The shrine is a term for the community of individuals who class themselves as Otakus. An otaku is an established fan of anime/manga.
Many Otakus choose to hide this side of themselves in order to avoid judgement or ridicule. The Shrine is a movement to encourage Otakus to be proud of themselves and embrace their fandom.
Therefore if you are an otaku, that embraces their Otaku nature without shame or embarrassment. You are part of the Shrine.

The sacred place that a group of stoners will select as the main area they will smoke their finest marijuana.
Usually a Shrine will be in an area that suits all of the groups smoking needs.
Once selected the Shrine is then thought to be a pilgrimage site for other stoners who would like to experience how another group smokes their green.
The owners of the various Shrines are then referred to as Elders and are free to do with their Shrine as they please.

A good example for The Shrine would be a downstairs toilet with an air filter or an outside shed with seats in.
