Alternatively; could be an embarrassing childhood nickname that surfaces at work, much to the amusement of ones work colleagues.

The Scraggler was a beloved Terraria NPC that was removed by Re-Logic in the Terraria update "Labor of Love" for his "offensive" dialogue.

2) can refer to someone's head of hair if it appears unkempt, perhaps with dead ends or frizz.

Example:
1) "Wow, get the tweezers because I need to pluck out this long, squiggly scragglepuss that I found on your shoulder!"

2)"What a scragglepuss, looks like they just rolled out of bed. Maybe they should consider getting a haircut."

Scaggsville

The best half hick, half middle-class town with the worst name; also known as "The Scaggs." Located in Howard County, Maryland. It is in between the wealthy and glamorous Fulton and the terrifying ghetto streets of Laurel. Scaggsville provides one solid place to smoke drugs or lose your virginity at the reservoir, or "Scott's Cove," which also doubles as a play ground for small children during the day. Scaggsville is also home to the notorious Pepperjack's and not much else. Home of some of the best and worst people you will ever meet.

Ocean City was great but now it's back to boring Scaggsville.
