Used in North West England, and possibly other places as well.

Bill Tuperia is the best that any one given thing can be in a given category. When something is described as "no Bill Tuperia", then it is not seen as the greatest example of said thing.
I had a meal at that new Italian place in town. It was good but it's no Bill Tuperia.
